Katy. Normally, I’d say Beyonce, but that weird hip thing on her outfit is just too much(she has a beautiful shape, no need to disguise it with exaggeration
), and the bow-butt is just plain silly 
Beyonce has a gorgeous figure as does Katy, but Katy looks way hotter here. She’s much more modern and funky, Beyonce looks older than her years in some things she wears. The hood on Katy’s dress is a nice touch.

katy looks better, even quite nice though i’m not a complete fan of either outfit. Beyoncé sure loves them bows and paddings nowadays, weird. i often forget how young she is, i’ve been thinkin’ of her as a 30 yr old for so long, well in a couple of years she finally will be, eh… but that’s better than being a bimbo forever, hands down.
